In her tweet, linked to above by @Dill, Manaka says: "My home town seems to have been shaken a bit, but seems to be okay. Thank you for your concern! People in the warning area, please be careful." And she added this infographic showing the effects of various heights of tsunami waves. One-metre waves were predicted for the affected areas, on the west coast around Niigata and Yamagata, but the advisories have been lifted. The earthquake was fairly strong but not huge, reported at 6.7 on the Japanese scale.



2-metre tsunami will sweep wooden houses away; 1-metre will sweep cars away; 50cm will sweep people away; 30cm will knock people over. The red box advises people not to think tall buildings are safe, but to head for higher ground. The yellow box says to absolutely not go in the water until the alert has been removed, and to stay away from the shore.

I conclude two things from this: one, that Manaka has a sense of responsibility; two, that she herself is not home in Niigata right now ("seems to have been shaken"). I continue to have a sneaking thought that she is in Tokyo and may even show up with Neru in some kind of project (entertainment or vintage clothing?), after Neru graduates.

Also, Shida is that girl that before keyaki just took any train to go everywhere on a whim I expect her to be like that in life too. So your hypotesis (both Tokyo and her reappearance) sound quite in tune with her.
