01. Sasaki Rikako (Angerme) : a great dancer that looks like Acchan, Yuuko & Kiko Mizuhara. I can see her in either AKB or SKE.
02. Masui Mio (PASSPO) : check out her pics. she has the 48 looks, if not more cuter.
03. Tsukino Moa (Armorgirls) : she's cheerful, is an awesome performer and does great gravure. moreover, she plays the bass. this girl could've been big in NMB48.
04. Iikubo Haruna (Morning Musume'15) : her model-looks could've been really appreciated in a group like Nogizaka46.
05. Sakura Yuki (Alice Juban) : she has the looks of a 48 group ace member, and is really fun.
06. Hashimoto Yukina (REV from DVL) : an angel ! the perfect little sister. she would have perfectly fitted to HKT's image.
07. Kumashiro Jurin (GEM) : she looks a bit like Jonishi Kei to me. and her voice is so powerful !
08. Asakawa Nana (Super Girls) : good performer, is cute, has oppai (haha), and young. the kind of member that gets quickly popular.
09. Ando Sakura (Tsuri Bit) : she's well known as Tsuri Bit's MC Queen. her looks have something of Ishida Anna.
10. Watanabe Rio (Babyraids Japan) : rock & kawaii as the same time. get ready HKT.

 

Because in terms of sheer coverage (and quite frankly, success) AKB is still leaps and bounds above most artists. There are maybe a handful that might be better, but not a lot.

 

Now that you mention it, she really does look like Kiko Mizuhara
But I'm not sure about Acchan or Yuuko

Kanna Hashimoto takes the #1 spot and I think we could see why. Pretty much Kanna is the most popular idol in Japan that's not in the 48/46 Groups. No matter what group Kanna would have been in. She would have been one of the top members in one of those groups. Hell, she would be one of the centers and maybe even the ace of that group.

The most members of a group that made it on this list was CUTE. 3 members of that group made the top 15 (2 in the top 10 and 1 in the Honorable Mentions). So Congrats to those girls. Wasn't surprise at all that Momoko made this list. She would be perfect for the 48/46 Groups. Just imagine a Miorin/Momoko song lol.
