Why not? She's still older than the girls from the other teams. And Yuki's Team B's "captain" so they're going to have to see her as the leader even if she's younger than some of them.
You can call someone 'Captain' or 'Leader' all you want, but it's nothing more then a fancy title unless they actually lead. I'm sorry but Yukirin is hardly any kind of a leader, it's more to do with her popularity and lack of options then anything else. Nacchan is more of a leader then Yukirin is. Leaders also don't proclaim themselves as one or say things like 'I was made Captain you should do what I say'. A leader is someone you respect and look up to, someone who is there to give guidance and support. Cindy may have taken it apon herself to be like the mother to the other girls but she never stepped in and said 'Management made me the leader' or acted like she was just because she was older, its just something that happened. She kept the girls together though a lot of things. She observed them, gave them indications, and encouraged them because that's who she was. Can you honestly say that Myao would respect and look up to Cindy the same way that Lovetan would?
