she's already very popular - top 7 member in SNS numbers, for Shidare Yanagi she sold out all slots and was the best selling non-senbatsu member, also did very well and was close to beating Yuzuha in the 48Times competition... I was honestly very surprised they didn't put her in the senbatsu. Their argument probably was that she hadn't been promoted yet and performance-wise she isn't at level of someone like Mai (though she now even occasionally centres the KKS stage), but I am not exactly sure why they are playing the long game with her considering her age. Could have easily slotted her in this senbatsu already to make it 16, well they made other mysterious decisions too, whatever
