For all we know, they might be about some girl/guy who is teaching them ‘something’ (yeah, that), and not literally about teachers.

I think it's about an actual school teacher because there was mention of a "classroom" (the student not being interested in the class?) in the second verse and the rest of the lyrics seem to support that idea (the student not minding rumors being spread if someone sees them). And the bridge, "You have always taught me (things), I'll teach you about love".

I think the song's theme is incredibly similar to Seifuku ga Jama wo Suru, although I'd say Teacher Teacher is less explicit and 'raunchy'. It was fairly explicit and the YouTube section under the song is hell lmao
