I think the reason for this is so that people wouldn't get many mobame accounts per person, as mobame subscription is cheaper than buying a CD and they still want people to buy CDs. So they require a number to avoid the same person getting several votes like that

Well, it could be a purely technical thing, but I'm not sure Or it could be they don't want foreigners to vote too. I'm not an expert on technical stuff.

Btw, in Japan, 1 person can only have up to 5 active phone numbers at any time (all phone numbers are registered per person here, even pre-paid) so this system makes it really hard to cheat by using several different phone numbers.

And just hold on to your lol bruh, the fact that they added the SKE Mail App to have a vote is actually helping to boost those casual SKE voters who already have the Mail app but never had a vote. (Or those who never got the app but is now more encouraged to do so.)

This move is obviously not for boosting the votes for H-core people but merely securing the potential DD and casual votes.

It does explain it. Because outside of Japan there are various ways to get basically unlimited numbers for a low cost. There are places where you can just buy stacks of sim cards for very little. Even stuff like Google Voice is free from what I understand, and you get a phone number. Opening it up to outside of Japan would very likely result in abuse.
