Ah! That's the right question. You see, Kanto and Kansai are regions where the prefectures are close to each other and have a huge concentration of population. And by being the two biggest centres of the country their entertainment industry is also larger. Kansai had the luck to have Kawaiian TV. And even if in Kanto they couldn't get anything better than Chiba TV, it's still broadcasted to some parts of Kanto.
