Although some say that after September rules changes Oricon isn't relevant any more. Well in idol business at least.

What ticket?

If you get the Limited Edition, you'll get one for the National Handshakes. If you're not in Japan, no use for it.

I don't know if it's been announced, but this should have the voting ballot for the Request Hour 2017. For that you can vote from Mars.

 

It was announced on the King Records page containing info about this single that the regular and limited editions (excluding theater ed.) will contain a voting ticket for AKB48 Group Request Hour 2017 (tentative event name).

 

That's right. First they film the PV, then they record the actual song.
Some years ago they aired a TV documentary (this one) about Akimoto and the whole creative process behind the making of an AKB single (which I suggest everyone to watch). They also showed that there's a singer whose job is to record demo versions of the final songs, for the members to lip-sync to it during the PV shooting (should be at around 68min on the video I linked). This is usually to save up time because of the tight production schedule, since it would normally take over a month to complete everything otherwise. More recently, they showed a similar thing (the kari-uta part) in the NMB documentary too.
I think it should be common knowledge to fans by now.

Yeah, I've watched it too, and it's quite interesting. Also made me realize why Aki-P hated 48/46G music being called kuso-kyoku.

You assume that the PV was meant to have lipsyncing. What if it wasn't? Or only a little for artistic effect? You're criticizing the PV on an assumption, when the lipsyncing could have been left out on purpose because that's the way they wanted it. There are plenty of other AKB PVs that only have partial lip-syncing. Many Western videos have none at all; you don't necessarily need to see the band or artist singing the song, although I know idol videos are big on this. Frankly though, I think we get enough lipsyncing with AKB as it is without needing it in their PVs too

The colorful style reminds me Ghingam check, the cheerful music is.. kibouteki-like
(and the rap part reminds some orange-range stuff).
Paruru shine so much and the choreo part is nice too! The members look gorgeous!
