Which one do you mean ? the very 1st one was just an excuse to get rid off the so called "black generation" (8th gen and few more) in 2012, the management held another selection audition, but only talked about the results, they never said their criterias.
I think it's more of an evaluation of how the girls are behaving and improving, more than their actual skills. The 8th generation was all kicked out because they were arrogant, not because they were not talented.

Another thing to consider is whether that listener count comes from since Last.fm was founded. Many listeners may be from the golden age of AKB when more people used Last.fm. Now that Nogizaka is more popular, the site is also more abandoned. There may be more listeners, they just don't use Last.fm anymore.
