The term can be extended to refer to members selected for performances, events, B-sides on AKB48 singles and concerts as well. In HKT48, senbatsu usually has 16 members, but Ishi had 17 members and Kimi to Doko ka e Ikitai had 2 different senbatsu of 12 members each.
